A WebBoard is like a refrigerator door.
Remember when you were little and your family used the refrigerator door as a message board? Well, a WebBoard is the electronic version of the refrigerator door.  It's a place where you can leave messages and everyone can come read them. If you use e-mail, you can definitely use a WebBoard, because they work in similar ways. But instead of sending a message directly to another person, you send your message to a place. This way, you can leave an assignment or a document on a WebBoard, and several people can access it at their leisure.

 
One of the reasons that a WebBoard is so easy to use is that it is basically just a web site that serves a specific function. This is good because it means that you don't have to learn a lot of new stuff--you already know how to navigate through the web (otherwise, how the heck did you get here?). You can use the same "back" and "forward" buttons you use for other web sites, you can "bookmark" each WebBoard, and so on...you get the idea. So you're not really learning a whole new tool, just a new type of web site.
